List of State Universities in India
In this blog, we are going to discuss the list of state universities in India, but before that let's first talk about what higher education is. Higher education is one of the prior social aims of every civilization and every community that springs along in that civilization. Schooling not only guides but also trains the mind for the long road onwards of getting into a job, forming a family, and becoming a responsible resident. While primary and secondary studies prepare the mind for the journey forth, higher education feeds you with the needed skill set to thrive in a career of your choice.
The Indian constitution assigned the duty of dissemination of education to the state government in the year 1950. Universities were set up in particular states to assure higher education was made obtainable to students from the state. Later, via amendment in 1976, this responsibility was split between the state governments and the central government. Universities were established across the nation to ensure people had the keys to higher schooling. The administration for identifying universities in India is the University Grants Commission (UGC), which was awarded this power through the University Grants Commission Act of 1956.
Now, we are going to take a look at what state universities exactly are and see a list of all the state universities across India, the advantages they offer to the students, and further related matters.
What is a State University?
- A state university is a public university that is established or set up by a State Act (or in some cases Provincial Act) is known as a state university.
- In simple words, it is a university set up by a state and territories of the country. Each state or territory has its own number of universities.
- Overall there are 441 state universities across the nation today. The oldest establishment date recorded by the UGC is 1857, shared by the University of Madras, the University of Calcutta, and the University of Mumbai.
- The responsibility of the state does not conclude with the setting up of a state university. It too has to guarantee good grants and funds are delivered to the universities it sets up. Funds can come in the form of plan or non-plan grants.
- The grants confirm the universities stay operational at the highest level and also support their maintenance.

The State University and Its Connection with the UGC
Even though the state establishes a state university, it is mandated to coordinate with the guidelines set by the UGC. The UGC, excluding the special cases, does not deliver grants to state universities. This was determined as per Section 12(B) of the UGC Act, which noted that state universities founded beyond June 17, 1972, were not qualified for acquiring grants from the UGC, the central government, or even any other association that was being financed by the Indian Government. Such a university will be capable of accepting grants only if the UGC is satisfied that given the standards applied down and the processes being obeyed, the university falls under the exceptional type and is ‘fit to receive grants.’ The most recent list, issued by the UGC on 22 November 2021, records 259 universities as fit to receive Central/UGC allowance.
Who are the universities to whom UGC does not deliver funds? These universities contain only medical and agriculture universities. A few state universities that deliver specialized programs in a precise stream and also include cross-stream divisions under them do receive an allowance from the UGC in the form of exceptional grants.
Total Number of State Universities in India (State-Wise)
In India, there are state universities in all the states of the nation besides Arunachal Pradesh, Mizoram, Meghalaya, and Nagaland. In India, The states with the most state universities are Karnataka and West Bengal with 34 universities each. Of the union territories, there are state universities only in Chandigarh, Delhi, Ladakh, and Jammu and Kashmir:

What is the meaning of Deemed University As Per UGC?
Before defining a deemed University, you should learn about the University Grants Commission (UGC). UGC is a statutory body set up by the Union Government in the year 1956 and handled by the Ministry of Human Resource Development.
This body synchronizes and oversees higher education in India. One of its most significant tasks, even so, is to provide recognition to universities. This indicates that higher education institutions are categorized as universities only if they are rooted under some Central or State Act and are acknowledged by the UGC.
The University Grant commission functions according to the conditions noted in the University Grants Commission Act, 1956. This Act claims to all the universities in India.
Section 3 of this Act states that the UGC can suggest the Government to announce any other higher education college (which is not a university), to be a Deemed University. And this gets us to the meaning of the phrase.
A Deemed University is simply an institution that delivers high standards in a distinct region of study and, because of this, is deemed to be a university by the Central Government upon the guidance of the UGC. This position helps such institutions to enjoy the same advantages and honors that are open to any other university in the nation.

NEET PG Exam Registration 2025: Important Dates Announced
The National Medical Commission’s (NMC) Postgraduate Medical Education Board (PGMEB) has announced the important date for the PG NEET Examination 2025 will be June 15, 2025. In the letter Published by NMC as well as the registrars of Health and Medical Universities to the Heads, Deans, and Principal of all the Medical Colleges.
