List of State Universities in India

In this blog, we are going to discuss the list of state universities in India, but before that let's first talk about what higher education is. Higher education is one of the prior social aims of every civilization and every community that springs along in that civilization. Schooling not only guides but also trains the mind for the long road onwards of getting into a job, forming a family, and becoming a responsible resident. While primary and secondary studies prepare the mind for the journey forth, higher education feeds you with the needed skill set to thrive in a career of your choice.

The Indian constitution assigned the duty of dissemination of education to the state government in the year 1950. Universities were set up in particular states to assure higher education was made obtainable to students from the state. Later, via amendment in 1976, this responsibility was split between the state governments and the central government. Universities were established across the nation to ensure people had the keys to higher schooling. The administration for identifying universities in India is the University Grants Commission (UGC), which was awarded this power through the University Grants Commission Act of 1956.

Now, we are going to take a look at what state universities exactly are and see a list of all the state universities across India, the advantages they offer to the students, and further related matters.

What is a State University?

  • A state university is a public university that is established or set up by a State Act (or in some cases Provincial Act) is known as a state university.
  • In simple words, it is a university set up by a state and territories of the country. Each state or territory has its own number of universities.
  • Overall there are 441 state universities across the nation today. The oldest establishment date recorded by the UGC is 1857, shared by the University of Madras, the University of Calcutta, and the University of Mumbai.
  • The responsibility of the state does not conclude with the setting up of a state university. It too has to guarantee good grants and funds are delivered to the universities it sets up. Funds can come in the form of plan or non-plan grants.
  • The grants confirm the universities stay operational at the highest level and also support their maintenance.

The State University and Its Connection with the UGC

Even though the state establishes a state university, it is mandated to coordinate with the guidelines set by the UGC. The UGC, excluding the special cases, does not deliver grants to state universities. This was determined as per Section 12(B) of the UGC Act, which noted that state universities founded beyond June 17, 1972, were not qualified for acquiring grants from the UGC, the central government, or even any other association that was being financed by the Indian Government. Such a university will be capable of accepting grants only if the UGC is satisfied that given the standards applied down and the processes being obeyed, the university falls under the exceptional type and is ‘fit to receive grants.’ The most recent list, issued by the UGC on 22 November 2021, records 259 universities as fit to receive Central/UGC allowance.

Who are the universities to whom UGC does not deliver funds? These universities contain only medical and agriculture universities. A few state universities that deliver specialized programs in a precise stream and also include cross-stream divisions under them do receive an allowance from the UGC in the form of exceptional grants.

Total Number of State Universities in India (State-Wise)

Are State Universities a Good Option for Students?

State universities are surely a good bet for students. In India, in fact, parents often look forward to bringing their infant into state universities although a deemed or private university with adequate allowance may be just a block away from their residences. The causes for this type of preference are manifold.

The first and most significant cause is that they are ‘state universities’. This to many, is an automatic confirmation of many things. A state university will never be lacking of allowances because the stand is on the state to deliver for their maintenance and supervision. That is a considerable benefit for many: no one likes to take the risk of placing their child in a university where there is no assurance of continuity. Secondly, there is the question of prestige. Some of the oldest higher studies organizations in India, like the University of Mumbai, the University of Calcutta, and the University of Madras, are state universities.

The third reason is of course, understanding. Many families have family members, relatives, or acquaintances who examined and passed out of a state university. That provides the university with an atmosphere of positivity and an automatic dose of goodwill. For many, it is a case of continuity and a necessity for the student to experience the university they went to.

With this, we reach to an end to our blog on the List of State Universities in India. We hope this blog fed you with all the details you require about the state universities in India.

Conclusion

The condition of medical or any type of education is not in a much greater position as compared to countries like Russia. Lack of qualitative infrastructure, overly priced cost of education, & insufficient supply of medical seats influence the Indian students to fly abroad.

Russia is definitely not an option to ignore at any cost if your aim is to get graduated from abroad at a reasonable cost. MBBS course in Russia has the ingredients of all those diligent factors that makes it a dream destination for Indian students. Also looking at the condition of Ukraine, transfer to Russia is considered as the best option for them. For more information, you can check out University transfer from Ukraine to Russia.

What is Deemed University as per UGC?

if you’re reading this blog, you’re either right now in a university or will be in the future, or maybe you learned in a university in the past.

Either way, you might admit that universities play a major role in education, by imparting professional understanding and supporting their learners to develop skills. They also undertake analysis and creation projects and act as means of cultural and social development.

All the universities are not the same. There are mainly 4 kinds of universities in India, based on who establishes and operates them: Private, Central, Deemed, and State universities.

What is the meaning of Deemed University As Per UGC?

Before defining a deemed University, you should learn about the University Grants Commission (UGC). UGC is a statutory body set up by the Union Government in the year 1956 and handled by the Ministry of Human Resource Development.

This body synchronizes and oversees higher education in India. One of its most significant tasks, even so, is to provide recognition to universities. This indicates that higher education institutions are categorized as universities only if they are rooted under some Central or State Act and are acknowledged by the UGC.

The University Grant commission functions according to the conditions noted in the University Grants Commission Act, 1956. This Act claims to all the universities in India.

Section 3 of this Act states that the UGC can suggest the Government to announce any other higher education college (which is not a university), to be a Deemed University. And this gets us to the meaning of the phrase.

A Deemed University is simply an institution that delivers high standards in a distinct region of study and, because of this, is deemed to be a university by the Central Government upon the guidance of the UGC. This position helps such institutions to enjoy the same advantages and honors that are open to any other university in the nation.

Different Types of Universities in India

Before knowing everything about deemed universities, lets first understand the types of universities that are there in India. In India, UGC has mainly categorized universities into five types which are:

  • Central Universities
  • Private Universities
  • State Universities
  • Deemed-to-be Universities
  • Autonomous colleges

Let's discuss each type of university in brief:

Central University

In India, Central universities are founded by an Act of Parliament and are beneath the purview of the Department of Higher studies in the Ministry of Education.Aligarh Muslim University, Assam University, Jawaharlal Nehru University are some of the central universities in India. There are a total of 47 central universities in our nation.

Conduct their own admission procedure

Private University

Private universities are usually not managed or owned by governments. Recognized and regulated by UGC these universities grant their own certificates and degrees but are prohibited from having off-campus affiliated institutes.Vellore Institute of Technology, Amity University Gwalior, are some of the private universities in India.According to a UGC consolidated list, there are 397 private universities in India.

Conduct their own admission process

Can decide their own syllabus

Conduct their own exams

Award degrees to the students

State University

State universities are operated by the state government of each of the states and regions of India and are normally founded by a local legislative assembly act.In India, there are 441 state universities. Three of the oldest state universities of higher learning in the country are University of Mumbai, University of Madras, and University of Calcutta.

Conduct their own admission process

Can decide their own syllabus

Conduct their own exams

Deemed-to-be University

“Deemed” is a status of autonomy granted to a university by DHE under MHRD, on the advice of UGC.Deemed to be Universities enjoy full autonomy or independence in deciding courses, syllabus, admissions, and fees. Few of the Deemed-to-be Universities can also award degrees to students on their own. There are a total of 126 Deemed-to-be universities in the nation.

Conduct their own admission process

Can decide their own syllabus

Conduct their own exams

May or may not award degrees to the student's

Autonomous College

Difference between Deemed-to-be, Private and Autonomous Universities

Deemed-to-be Universities

Private Universities

Autonomous institutes

Deemed is a position of Freedom awarded to the university by DHE under MHRD, on the advice of UGC

Private universities are granted by UGC.

These universities come under the command of the Department of Higher Education (DHE), MHRD

They can decide their own curriculum

They can decide their own curriculum

Additional academic independence to switch courses and syllabus

Full freedom in deciding courses, syllabus, admissions, and fees

Need to stick to UGC regulations and rules for daily functions

Independent control over their daily functions, curriculum, and admission process

They Can grant degree or diploma to their students

These universities can grant a degree or diploma to their students, after getting approval from UGC

Degrees are mainly granted by affiliated universities (except for some state/central-funded colleges like IITs and IIMs)

Why were deemed universities set up in India?

  • After Independence, there was an acute need to raise people's key to proper higher education benefits and implant talents and knowledge in them to work and achieve a living.
  • Our nation had been always controlled and conflict-wrought beneath the British, and growing our human resources was the only route to improve the country’s condition.
  • Thus, the regime established numerous universities for higher studies, and over the period the accounts and struggles put into them supported them reach international standards. Yet, the demand was massive and ever-increasing, while the supply of universities by the government fell behind.
  • Meanwhile, private universities had also started establishing their own academic institutions (specifically after privatization standards were accepted) and few of them also initiated reaching the set benchmarks of higher studies.
  • To promote more such universities and to deliver them with government recognition and advantages, the condition for the status of Deemed to be University was created.
  • If a university fulfilled specific measures set by the UGC and received the status of deemed university, it would mean that it acquired such standards of education as specified by the UGC.
  • Thus, individuals could count on and trust such an institution if they were looking to register in it, even though it was not a government-accepted institution
  • The UGC policies which define everything linked to the deemed universities, from the process to acquire this status to the points of its governance body, are shown in the UGC (Institutions Deemed to be Universities) Regulations, 2019.

Top 10 Engineering Universities in Russia

The given recite is indeed true as far as the core root of engineering education is concerned. There is no dual opinion to admit that engineering is the main foundation of any human accommodated structuring. A proper set of knowledge combined with the support of creativity can enhance the whole functioning of a machine or the products, & that’s where the objective of engineering education emerges in life.

You are here to explore Top engineering colleges/Universities in Russia & we have listed all of them ahead in the article, but before you get over them, let’s see why you should choose Russia instead of studying in your own country. Studying an engineering course in Russia is much more advantageous and prestigious than pursuing the same degree at an Indian college.

That’s because, According to the reports of the HRD ministry, there are 6,214 technology institutes that offer engineering courses where 29,00,000 (approx.) students pursue B.E/ B.Tech in their respective branch. These are the stats that represent the massive population of the students who aspire to be recognized as engineers; however the colleges & institutes that fulfill these demands are unable to generate value through their program. This lack of quality in education leads to the unemployment crisis in the country.

In 2019, Apex Regulatory Body For Technical Education, AICTE, has reduced the 1.6 lakhs engineering seats as an act of quality control. That’s what has started happening recently. The major shrink in the number of seats has raised a question about satisfying the unquenchable anticipation for engineering admissions in India.

That’s where the option of choosing abroad evolves for engineering students & most considerably, Russia. Know why Russia is the best country for an Engineering Course in 2022. As per the survey ranking of Embibe, Russia is at the number one position in the top 10 list of nations that produce maximum engineers every year. UNESCO has declared in their reports that Russia gives birth to over a half million Engineers per annum. There are multiple reasons why Russia is the most preferred country since the past few decades among Indian students to study medical, management, and engineering related courses.
